ALLEGATIONS FROM THE CRTA’S REPORT “2022 ELECTIONS – FROM CALLING THE ELECTIONS TO ELECTION DAY” WERE NOT PRESENTED ON THE BASIS OF ACCURATE AND TRUE CLAIMS

On the occasion of presentation of the report by CRTA’s Election Observation Mission titled “2022 Elections – from calling the elections to election day”, the Ministry of Public Administration and Local Self-Government hereby informs citizens that the allegations from this Report are not based on accurate and true claims.

The Ministry points out that the Law on the Single Electoral Roll prescribes, inter alia, that persons who have the right to vote be entered into the Single Electoral Roll, according to their place of residence. The records on the residence of citizens, in accordance with the law, are kept by the Ministry of Interior, while the Single Electoral Roll, as the records on voters, is updated on the basis of it. The aforementioned Ministry had performed a check-up of the data on the residence of citizens registered in the Single Electoral Roll and found that the said persons are registered in the records of residence at the address where the voting notification was submitted. In this regard, real estate owners can request a check-up by going to the police station, i.e. can request the data on persons registered at their address, bearing in mind that registration or deregistration of residence can be performed primarily with their consent.

As regards the allegations that the Ministry of Public Administration and Local Self-Government did not sufficiently inform citizens, we point out that the Ministry provided information to citizens by phone, e-mail, and social networks, while the Minister of Public Administration and Local Self-Government herself appeared on many televisions with the aim of informing the public not only on the issue of voting invitations, but also on the entire procedure regarding the records and changes concerning the Single electoral Roll, as well as on the ways of exercising the right to vote according to the place of residence abroad or in the country.

We would like to especially point out that a citizen who registers for voting according to his/her place of residence, both in the country and abroad, cannot exist in two places on the Single Electoral Roll at the same time; hence, there is no possibility to vote twice. In that sense, the Ministry once again stresses that the allegations from the Report were not presented on the basis of accurate and true claims.

Also, the Ministry of Public Administration and Local Self-Government, within the work of the Working Group for External Control of the Single Electoral Roll, in which the representatives of political parties which constitute the Opposition also participate, submits all statistical reports on changes to the Single Electoral Roll to all members of the Working Group once a month.

In addition, on the website of the Ministry, every citizen of this country can view the list of persons by polling stations, and thus gain direct insight into the Single Electoral Roll. Finally, we would once again like to remind, as well as urge the citizens to access the official website of MDULS, where they can check at any time whether they are registered to vote and at which pooling station they can vote.
