AMENDMENTS TO THE LAW ON EMPLOYEES IN AP AND LSU WILL UNDERPIN THE WORK OF ADMINISTRATION

Yesterday, a round table on the “Presentation and discussion on the Draft Law on Amendments to the Law on Employees in Autonomous Provinces and Local Self-Government Units” was held as a part of the public hearing called on this Draft Law.

In explaining the Draft Law, Ivana Savićević, Assistant Minister of Public Administration and Local Self-Government and the Head of the Sector for HRM, pointed out that the amendments to the law sought to introduce a competence-based human resource management, with the aim of strengthening the capacity of provincial and local administrations.

She added that the Public Administration Reform Strategy recognized the need to improve personnel planning and administrative capacity of the Administration, as the owner of changes and reforms.

According to her, the introduction of Competency Framework in all HRM functions will be an extended process that has to be supported by all government and management levels and that it will be implemented in the legislation framework in phases.

Savićević reiterated that the Ministry, with the support of the Council of Europe and the European Union and with the active participation of representatives of AP and LSU bodies, had been preparing the Draft Law for the previous two years, and that the beginning of the first phase of implementation is planned for next year.

The round table was held within the 13th meeting of the Network of Heads of City Administrations, Municipalities and City Municipalities, organized by the Ministry of Public Administration and Local Self-Government in collaboration with the Standing Conference of Cities and Municipalities, with the support of the federal government of the Swiss Confederation.
