APPROVED PROJECTS UNDER THE GRANT SCHEME OF THE EXCHANGE 5 PROGRAMME

Under the grant scheme of the Exchange 5 Programme, the implementation of 38 projects was approved with regard to the property management on the local level. Projects will be executed under Component1 of the Programme, and will include 48 local self-government units (18 coordinators and 30 partners), as well as a few other beneficiaries (public utility companies, development agencies, CSOs).

Total value of contracted projects is over 3.5 million EUR, out of which EU donations amount to around 3 million EUR, and the rest consists of co-financing by beneficiaries. Average value of an individual grant is around 165,000 EUR, and envisaged duration of projects is 12-18 months.

Exchange 5 Programme is financed by EU from IPA 2014 funds. The Ministry of Public Administration and Local Self-Government is a beneficiary in terms of indirect property management, the Contracting Authority (CFCU) is the Department for Contracting and Financing of EU Funded Programmes of the Ministry of Finance, and the Standing Conference of Towns and Municipalities is the implementation partner. Essential beneficiaries of the Programme, improved property management and provision of respective services by local administration – are local self-governments in Serbia and citizens/local communities.

Approved projects are as follows:

  • Empowering Local Public Property Management Systems, implemented by the City of Novi Sad in cooperation with the municipalities of Apatin and Sremski Karlovci;
  • Efficient property management for successful local self-governments, implemented by the City of Požarevac, in cooperation with the municipalities of Petrovac na Mlavi, Kučevo, Velika Plana, Veliko Gradište, Golubac and Žagubica;
  • Property of local self-government – important link of local economic development Phase II, implemented by the Municipality of Beočin in cooperation with the Municipality of Šid and the Centre for balanced regional development – CenTriR;
  • Property of local self-government as a potential for sustainable local economic development, implemented by the Municipality of Bačka Palanka in cooperation with the Municipality of Bač;
  • Efficient and effective public property management – an integral part of transparent public administration, implemented by the Municipality of Kuršumlija in cooperation with Municipality of Blace, JKPD Toplica and JKP Blace;
  • Efficient and effective property management in the City of Nis and the Municipality of Ćuprija through the introduction of the geographic information system, implemented by the City of Niš in cooperation with the Municipality of Ćuprija;
  • Public Property Management – for increasing revenue, accountability and transparency of Public Administration and improving economic conditions for business, implemented by the Municipality of Arilje in cooperation with the municipalities of Lučani, Požega and Kosjerić;
  • Effective management of public property – a step towards faster development of our local self-governments, implemented by the Municipality of Bogatić in cooperation with the municipalities of Vladimirci and Mali Zvornik;
  • Enhancement of public property management efficiency, implemented by the City of Čačak in cooperation with the municipalities of Gornji Milanovac and Ivanjica, as well as the Regional Agency for Spatial and Economic Development of the Raška and Moravički districts;
  • Integrated approach to public property management in Municipality of Stara Pazova and Municipality of Ruma, implemented by the Municipality of Stara Pazova in cooperation with the Municipality of Ruma;
  • Effective local public property management, implemented by the Municipality of Topola in cooperation with the municipalities of Rekovac and Lapovo, as well as the Development Business Centre Kragujevac;
  • Only legal assets are good assets, implemented by the City of Subotica in cooperation with the Municipality of Senta;
  • Public property management in the service of local development, implemented by the City of Kruševac in cooperation with the Municipality of Aleksinac;
  • Public Property for the Public Development, implemented by the City of Užice in cooperation with the Municipality of Bajina Bašta and the Regional Development Agency Zlatibor;
  • Improvement of rural development through effective public property management, implemented by the Municipality of Kovačica in cooperation with the Municipality of Kovin;
  • Effective and efficient property management – property valorization and new organizational framework, implemented by the City of Kragujevac in cooperation with the Municipality of Batočina;
  • Readjustment of the public property with the needs of socio-economic development, implemented by the City of Valjevo in cooperation with the Municipality of Ub;
  • Managing property for future benefits, implemented by the City of Smederevo in cooperation with the municipalities of Žabari and Malo Crniće.

The ceremony of official signing of the contract, which will mark the beginning of the execution of projects, will be organized in the second half of January 2019.

We congratulate all beneficiaries of approved projects, and invite towns and municipalities of Serbia to monitor further execution of the Exchange 5 Programme, since other direct support activities on the basis of a public competition are also envisaged, as well as trainings and advisory assistance intended for all local self-governments.
