SUPPORT TO LOCAL SELF-GOVERNMENT UNITS – CALL FOR PROPOSALS IN THE SCOPE OF EXCHANGE 5 PROGRAMME

  Competition for direct technical support

Call for project proposals – grant scheme in the scope of Exchange 5 Programme is announced on September 5th, 2017. Subject of this competition for donations (award of grants) is strengthening the capacities of the local self-government units within the Republic of Serbia for property management, thus bringing the public administration closer to citizens and business. Grant scheme is financed by the EU within National Action Programme for Serbia IPA 2014. It will be implemented with the support of Ministry of Public Administration and Local Self-Government in cooperation with Standing Conference of Towns and Municipalities, while the Contracting Authority is the Ministry of Finance, Department for Contracting and Financing of EU Funded Programmes (CFCU).

The overall indicative amount made available under this Call for proposals is EUR 3.300.000 (out of which EUR 3.000.000 from EU contribution).

Size of individual grants:

  • Minimal amount: EUR 120.000
  • Maximal amount: EUR 200.000

Pursuant to the propositions of the present competition, the lead applicant submitting the concept note – must be a local self-government unit in the Republic of Serbia.

The lead applicant submits the concept note/project proposal and acts together with at least one co-applicant which must be a local authority (municipality or city/town) from the same or from neighboring district within the territory of the Republic of Serbia. 

In addition to the above mentioned obligatory co-applicants the following are also eligible as co-applicants for the present competition:

  • City municipality established in the Republic of Serbia, only if acts together with its founder City. City municipality can act as co-applicant:

-   If the founder city is the lead applicant; or
-   If the founder city is co-applicant.

  • Civil society organizations registered in the Republic of Serbia at least one year before launching of this Call for proposals.
  • Regional Development Agencies established in the Republic of Serbia.
  • Institutions and organizations established by the Republic of Serbia and /or local authority (public utility companies, directorates, educational and training institutions, research institutions, higher education institutions, etc.).

Planned duration of an action may not be lower than 12 months nor exceed 18 months.

The deadline for the submission of concept notes is October 20th, 2017. In the case of hand-deliveries, the deadline for receipt is at 15:00 on the same date, at the following address:

PUBLIC CALL - COMPETITION FOR DIRECT TECHNICAL SUPPORT IN THE PROCESS OF LOCAL PLANNING AND PROGRAMME BUDGETING

  Competition for direct technical support

Within the Exchange 5 Programme a Call for the selection of 6 (six) local self-governments for direct technical support for the overall process of local planning and programme budgeting is published.

Exchange 5 Programme is financed by the European Union from the IPA 2014 funds, and the Ministry of Public Administration and Local Self-Government, with the support of the The Standing Conference of Towns and Municipalities (SCTM), is responsible for its implementation. The Ministry of Finance has likewise a very important role in view of the content of the support and topics that are largely within the competence of this Ministry.

The Call is announced on August 18th and will last until September 15th, 2017.
