In order to further improve human resources management in the state administration as one of the key areas of the public administration reform in the EU accession process, the Ministry of Public Administration and Local Self-Government implemented a project “Support to the Public Administration Reform in the Republic of Serbia through further Support to the Improvement of Human Resource Management in Public Administration“. The Project was funded by the Good Governance Fund of the UK Government, and implemented by Pricewaterhouse Coopers (PwC) and the European Policy Center (EPC). The Project provided support to the Ministry in implementing priority activities of the Policy Framework for Human Resources Management in the State Administration of the Republic of Serbia, (Human Resources Management Policy Framework) whose implementation is condition for further support from the Instrument for Pre-Accession Assistance of the EU. The support to the Ministry was structured in three segments: Support for implementing the human resource management framework; Support in drafting Amendments to the Law on Civil Servants and accompanying acts; and Support for improving managerial accountability in state administration bodies. Project activities involved development of a proposal to introduce a system of competencies in the civil service system of the Republic of Serbia and a system of managerial accountability in the state administration bodies, resulting in information brochures made with an aim to present key information about these processes to civil servants and the public.
