The Sector for Registers and Local Self-Government performs normative tasks related to the system of civil registries, conducting second-instance administrative procedures, and providing opinions on the constitutionality and legality of general acts of city or municipal administrations responsible for maintaining civil registries.
The Sector provides international legal assistance in obtaining public documents and reports on the implementation of ratified bilateral and multilateral agreements in the process of European integration.
It also performs tasks related to inter-municipal and international cooperation of local self-government units, as well as monitoring and improving the work of the municipal police.
The Sector carries out activities related to the maintenance and improvement of the Civil Registry, a unique electronic database containing citizens’ personal status information.
In managing the unified electoral roll, the Sector performs normative tasks, conducts second-instance administrative procedures, monitors and improves the system, ensures the accuracy and consistency of data, and makes necessary changes to the electoral roll in accordance with the law.
The Sector is also responsible for establishing and maintaining the Central Population Register, a reliable state database containing accurate and up-to-date electronic records of Serbia’s population.
Additionally, it handles tasks related to political organization, maintaining the Register of Political Parties, and conducting first-instance administrative procedures for registering, deleting, or modifying party data.
The Sector provides technical support, as well as the development and improvement of information systems and electronic databases managed by the Ministry, including the Civil Registry, Unified Electoral Roll, and Register of Political Parties.
It also oversees the regulation of the local self-government system and territorial autonomy, as well as the territorial organization of the Republic of Serbia, managing reforms in the local self-government system.
The Sector prepares regulations governing local elections, direct citizen referendums, and supervises the legality of operations and acts of local self-government units.
It monitors developments in local self-government, provides support for addressing sectoral issues, strengthens the capacities of local self-government units, and tracks employment numbers in these units.
The Sector also manages the allocation and utilization of funds and earmarked revenues from the budget of the Republic of Serbia for financing local self-government, as part of the local self-government system development program.
