issues this
PUBLIC CALL
for Local Self-Government Units and City Municipalities to apply for SUPPORT IN THE ESTABLISHMENT OF ONE-STOP SHOPS
- Funds shall be allocated for the attainment of the following objectives:
The Ministry of Public Administration and Local Self-Government (hereinafter referred to as “MPALSG”) issues this public call for local self-government units and city municipalities to apply for implementation of projects to establish one-stop shops. Local self-government units and city municipalities (hereinafter referred to as “applicants”) shall apply for support in the establishment of a one-stop shop.
Pursuant to Article 42 of the Law on General Administrative Procedure (Official Gazette of the Republic of Serbia Nos. 18/16, 95/18-authentic interpretation), the purpose of one-stop shops is to increase the efficiency, effectiveness and economy in the operations of authorities in situations where the exercise of one or more rights requires the action of one or more authorities, to achieve the following objectives:
- To instruct the applicant, in lieu of the competent authority, what the authorities need to act pursuant to an application;
- To receive applications for the recognition of rights or other actions in administrative matters, opinions, explanations, comments, as well as documents and legal remedies, in accordance with the applicable regulations, and to submit them to the competent authorities;
- To notify the applicant on the actions undertaken by the competent authority and the legal instruments passed by it.
All actions of a one-stop shop may be carried out electronically, by mail or by other appropriate means, and the establishment of a one-stop shop shall not affect the jurisdiction of an authority or the right of a party to directly petition a competent authority. The time limits for deciding on a party’s application shall commence on the date of submission of an orderly application through a one-stop shop.
In view of the foregoing and the fact that this is a legal requirement of an organisational nature, local self-government units and city municipalities will have to establish one-stop shops to ensure, in a way that best reflects their current needs and available capacities, an increase in the efficiency, effectiveness and economy of their operations and simplifications of their processes and procedures, which in turn will lead to lower administrative burden, savings in time and money and improved functioning of the administration as a service for citizens.
To formulate and optimally regulate detailed requirements, criteria and benchmarks applicable in the process of designation of a one-stop shop, as well as ways of cooperation between the competent authorities in connection with the handling and conduct of operations at one-stop shops, which will be set forth in a secondary legislation instrument passed by the Government, the Ministry of Public Administration and Local Self-Government has secured funding for the implementation of projects to establish one-stop shops.
The total amount of funds allocated for the attainment of the above objectives is RSD 40,000,000.00.
Local self-government units and city municipalities that received funding under the previous project for the establishment of one-stop shops are not eligible to apply again.
The Public Call includes the application form an information on the required documents and data to be presented with the application and specifies the time limit for applying.
- Criteria for the endorsement of funding allocation proposals:
- A sufficient level of technical equipment (applicants must have internet connection, identity card readers, computers running Windows 7 or newer operating systems and electronic certificates);
- Availability of an appropriate physical area (a public counters room or other room) where a one-stop shop may be set up;
- Use of the Model Local Administrative Procedures, as posted on the website of the Standing Conference of Towns and Municipalities (http://www.skgo.org/modeli-administartivnih-procedura);
- Use of the e-ZUP Information System;
- Mandatory co-financing of minimum 10% of the approved amount of funding;
- Conduct of an integrated procedure in the issuing of documents for the exercise of construction and building use rights, conduct of a procedure for the exercise of rights related to the birth of a child under the project “Welcome to the world, baby!” and other integrated procedures;
- Previous similar activities implemented by the applicants;
- The applicant must be in need of assistance in attaining the above objectives and conducting the above activities.
The criteria set out in sections 1) through 5) are mandatory, while the criteria set out in sections 6) through 8) will be used for additional ranking of those local self-government units that score identically on the mandatory criteria.
Representatives of the MPALSG will carry out a preliminary assessment of the data provided by the applicants that responded to the Public Call against the criteria defined in the Public Call and verify compliance with the formal criteria set out therein.
The Minister of Public Administration and Local Self-Government (hereinafter referred to as the “Minister”) shall form a Committee on Evaluation of Applications for the Establishment of One-Stop Shops at Local Self-Government Units and City Municipalities (hereinafter referred to as the “Committee”), comprised of MPALSG representatives, which shall be tasked with endorsing a draft ranking list of applicants in the Public Call and a draft Decision on the Selection of Applicants.
On the basis of the endorsed draft ranking list of applicants and the Commission’s draft Decision on the Selection of Applicants, the Minister shall pass a final Decision on the Selection of Applicants entitled to Support in the Establishment of a One-Stop Shop.
- The support funds shall be disbursed for the following activities:
- Establishment and fitting of a one-stop shop;
- Procurement of the necessary technology.
The MPALSG shall carry out controls to determine whether the funds have been used for their designated purposes, based on implementation reports for this programme with a breakdown by beneficiaries.
- Required documentation which interested applicants must enclose with their application:
- Duly completed Application Form;
- A study containing detailed verifiers of compliance with all of the above criteria.
- Final date for applying for funds allocation and application method:
Applicants that timely submit their applications and comply with all defined criteria shall be eligible to receive the support funds.
An applicant may only receive funds on the basis of a single application in the course of a calendar year.
The Public Call will be published on the MPALSG website, as well as in the Official Gazette of the Republic of Serbia.
The final date for applying for funds allocation shall be 10 days of publishing of the Public Call in the Official Gazette of the Republic of Serbia.
Applications for funds allocation shall be submitted on the requisite Form, which may be downloaded from the MPALSG website at: www.mduls.gov.rs.
All necessary documentation listed in the Public Call must be enclosed with the application.
Applicants shall submit applications for funds allocation with the enclosed documentation to the following address:

Belated and incomplete applications shall not be taken into consideration.
The decision on funds allocation shall be published in the Official Gazette of the Republic of Serbia and on the MPALSG website: www.mduls.gov.rs.
All rights and responsibilities between the MPALSG and the beneficiaries of funds shall be governed by an agreement.
