The Public Administration Reform Council held its First Session today, chaired by the Minister of State Administration and Local Self-Government Marija Obradović, a session at which the The Draft Conclusion on the Adoption of the 2020 Annual Report on the implementation of the Action Plan the Implementation of the PAR Strategy for 2018-2020 was adopted, along with the Draft Conclusion on the Adoption of the Fourth Report on Self-Assessment of the Implementation of the Sectoral Reform Agreement in the field of the public administration reform and public finance reform in the Republic of Serbia.
At the session, the oral Information on the Public Administration Reform Strategy in the Republic of Serbia for the period 2021-2030 was adopted, and the accompanying Action Plan for the period 2021-2025, which was adopted by the Government of the Republic of Serbia on April 8, 2021.
On that occasion, Minister Obradović pointed out that the PAR Strategy represents a strategic framework for planning the public administration reform management policy, and added that administrative capacities and the public administration reform are one of the three basic preconditions in the process of European integration. The strategy is designed so that its structure is in line with the framework by which the EU measures the progress of candidate countries in the field of public administration reform (SIGMA principles of public administration), but also so as to define concrete answers to internally mapped challenges for the coming period. The vision of the Strategy is MANAGEMENT MADE-TO-MEASURE FOR ALL OF US, in order to reflect the process of shifting the focus from management as a regulator to management as a service oriented to citizens and other end users, concluded Obradović.
Also, at the session, the new Rules of Procedure of the PAR Council were adopted and a new Secretary of the Council was appointed.
