The Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD, has elaborated today on the Bill on Amendments to the Law on Civil Servants, at the beginning of the joint principled and unified debate on several Bills, which are on the agenda of the Fourth Session of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.
The Amendments to the Law on Civil Servants postpones the obligation to conduct a public competition for fixed-term employment due to the temporarily increased workload until 2025. Until then, in accordance with the process of modernization and digitization, the Information System for Human Resources Management shall be established, which will support the improved personnel planning, which is a prerequisite for ensuring a sufficient number of qualified and competent employees in the administration, in order to achieve strategic goals.
Elaborating on the Bill, the minister explained that the need for the postponement arose primarily due to the lack of conditions for the state authorities to prepare for the implementation of the aforementioned public competition, due to the circumstances made difficult by the COVID-19 pandemic.
Martinović has said that the adoption of these amendments is primarily important for the successful functioning of the judicial system in the country. He has stressed that the work of the courts, as well as of the Public Prosecutor’s Offices, would come to a halt otherwise, in which, according to the functional analysis made by the Ministry of Justice, the increased volume of work requires the occasional engagement of almost 2,000 employees employed for a fixed-term.
According to him, a similar situation with personnel capacities is also present in other bodies, especially in the Ministry of Finance, which has eight state administration bodies in its composition. As he has pointed out, the Tax Administration, the Customs Administration and the Treasury Administration have over 10,000 employees who are implementing a number of the most important reforms in the country, and for which the postponement of implementation of this provision of the law, until all the necessary preconditions for it are met, is also quite significant.
As an authorized representative of the proponent, minister Martinović has also elaborated today on the Bill on Amendments to the Law on Temporary Regulation of Subscription Fee Collection Methods for Public Service Broadcaster and the Bill on Amendments to the Law on Public Service Broadcasting.
He has urged the members of the parliament to consider all the arguments mentioned and adopt the said Bills on the Voting Day.
