The Council for Public Administration Reform held its third session today, chaired by the Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD. At the session, the Draft Conclusion on the adoption of the Annual Report for 2021 on the implementation of the PAR Strategy 2021-2030 has been adopted, as the first report created on the basis of the new strategic framework in the field of Public Administration Reform which defines ten-year priorities.
Martinović has pointed out that the data from the report show that more than 80 percent of measures and results have been implemented in 2021, stressing that, despite all the challenges caused by the COVID-19 pandemic, continuity and stability have been achieved in respect of Public Administration Reform and the Public Financial Management Reform. He has added that at the second meeting of the Interministerial Project Group, which was held in May 2022, the Draft Annual Report had been discussed, and that the comments of more than 40 Civil Society Organizations on the achieved results have been incorporated into the text of the Report itself.
At the session, the Draft Conclusion on the adoption of Information on the finalization of negotiations for the new instrument of Sectoral Budget Support for the sector of Public Administration Reform and the Public Financial Management Reform from the financial perspective of IPA 2022 has also been adopted, as well as Oral Information on the Annual Report for 2021 on the implementation of the Public Financial Management Reform Programme 2021-2025 and on the Annual Report for 2021 on the implementation of the Regulatory Reform and Improved Public Policy Management Programme 2021-2025.
The Council had also adopted the Oral Information on the beginning of the cycle of drafting the new Action Plan on the implementation of the Open Government Partnership initiative of the Republic of Serbia. Martinović has invited those present to actively participate and be open for cooperation in the development of the said Action Plan, but also to participate in other activities which shall be undertaken within the Open Government Partnership initiative, through which significant results have been achieved in previous cycles, such as the development of the Open Data Portal, eConsultation portal and the Register of Administrative Procedures portal.
