As part of the ongoing discussion on key topics and results of Public Administration Reform, the Eighth Meeting of the High-Level Dialogue on Policies within the Public Administration Reform was held today in Belgrade, which was attended by the Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD, the Minister of European Integration, Tanja Miščević, and the Assistant Minister of Finance, Verica Ignjatović, as well as by the Ambassador and Head of the EU Delegation to Serbia, Emanuele Giaufret, and the Head of Unit for Serbia and Montenegro, Michael Miller.
In addition to the fact that Public Administration Reform, together with the rule of law and economic management, is one of the preconditions for acceding to the European Union, it is also one of the most important priorities of the Government of the Republic of Serbia, which was the message from today’s Strategic Political Forum.
At the beginning of the meeting, the Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD, has stated in opening the discussion that significant results have been achieved in the field of more effective work and exercising of rights. He has said that PAR is fully oriented towards the actual needs of the citizens, and that the administration in Serbia is developing through the modernization of business processes, the professional development of its civil servants, and that the emphasis is placed on providing high-quality and efficient services. He added that the public administration, with the aim of ensuring the economic growth of the country, is also focused on saving time and money for companies, as well as on ensuring a predictable and fair economic and business environment.
In addition to the training of civil servants, the minister emphasized the importance of digitization, as a kind of generator of the reform. He has said that Serbia has achieved impressive results in this regard in the previous six years, and that some of them are listed in the United Nations Report, which indicates that Serbia is one of the ten countries that have made the most progress in the digitization of public administration.
On this occasion, minister Martinović had reflected to the current events, stating that MDULS, in cooperation with key institutions, is currently defining the new Action Plan of the Programme for the Reform of the Local Self-Government System, and that the drafting of the working version of the Decree on One-Stop-Shop had commenced, by which closer conditions, criteria and standards applied in the procedure of establishing a One-Stop-Shop will be proposed, as well as the manner of cooperation between the competent authorities concerning the handling and performance of work. Additionally, a Special Working Group was formed to work on Amendments to the Law on Inspection Supervision, whose goal is to improve legal solutions and the status of inspectors.
Martinović has pointed out that the Ministry remains committed to continuing the successful coordination of Public Administration Reform, as well as that it is oriented towards the introduction of systemic and innovative solutions in the desire for public administration to be a service for citizens, be highly participatory, responsible, transparent, effective and efficient, as well as to fully meet the current and future needs of the society.
