The Law on Amendments to the Law on Employees in Autonomous Provinces and Local Self-Government Units, which improves the regulation of labour relations for employees in these bodies, was adopted today at the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023.
The law improves the work of the administration through the improvement of numerous provisions related to the admission of the necessary staff in the competition processes, and also introduces a mandatory check of candidates’ data, which must be clearly documented, in order to achieve greater objectivity in the selection of candidates. Also, the law stipulates that the candidate who achieved the best results during the competition procedure must be admitted to the employment relationship, which is a significant positive difference compared to the previous solution, according to which it was up to the manager’s discretion to make a choice out of the top three candidates from the list.
When working on the Law, the Ministry of Public Administration and Local Self-Government paid special attention to the complexity of the competence implementation process itself, and in order to strengthen the capacities of the Local Self-Government Units, support was provided in its implementation and application.
In addition to strengthening the transparency and objectivity of the competition procedure and employment, the Law on Amendments to the Law on Employees in AP and LSUs contributes to the development of an integrated HR management system based on competences.
