On the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023 is the Bill on Amendments to the Law on Employees in Autonomous Provinces and Local Self-Government Units, which proposed changes in the field of regulating employment relations for employees in these bodies.
Explaining the Bill today, the Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD, has said that the law aims to improve the work of the administration through the improvement of the provisions related to the admission of the necessary staff in competition procedures, to contribute to the establishment of an integrated system of HR management based on competencies, and added that the successful work of the provincial and local administration depends on professional and efficient civil servants.
“Today’s Bill is one of the activities recognized by the valid Public Administration Reform Strategy and the accompanying Action Plan for the period 2021-2025, which provide for the introduction of the competition procedure, which is based on the verification of a set of knowledge and skills required for work in the administration, into the normative framework. The proposed solutions additionally strengthen the quality of the competition procedure, and introduce mandatory candidate checks which must be clearly documented, in order to achieve the greatest possible objectivity in the selection of candidates. Also, the Bill stipulates that the candidate who achieved the best results during the competition procedure must be admitted to the employment relationship, which is a significant positive difference compared to the existing solution, according to which it was up to the manager’s discretion to make a choice out of the top three candidates from the list”, Martinović has pointed out.
He has emphasized that due to the complexity of the competence implementation process, a whole series of activities was provided for support to Local Self-Government Units in order to strengthen their capacities for the implementation of the law, and explained that the proposed solutions contribute to the transparency and objectivity of the competition procedure, as well as to indicate to Local Self-Government Units the importance of hiring and retaining qualified personnel.
There are 60 items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023, among which are the Bill on the Budget, the Bill on Public Information and Media and the Bill on Electronic Media, while the members of the Supervisory Board for the election campaign, members of the Republic Commission for Energy Networks and one member of the Council of the Agency for Prevention of Corruption will also be elected.
