The Minister of Public Administration and Local Self-Government, Marija Obradović, presented the priorities of the work of the Ministry of Public Administration and Local Self-Government within the Panel: New National Goals after COVID 19 and the Parliamentary Elections in Serbia, at the 20th Belgrade Economic Forum.
Minister Obradović emphasized the importance of the public administration reform process for the efficient implementation of decisions and goals set for the Ministry of Public Administration and Local Self-Government.
„We are devotedly and rapidly working on the reform of the local self-government system, full implementation of eGovernment, activation of budget funds for local self-government programs, as well as on the reform of the payment system,” explained Marija Obradović.
The Ministry of State Administration and Local Self-Government, NAPA and NALED started in November, training for Mayors and Presidents of Municipalities in the National Academy of Public Administration. It turned out that the leaders of local self-governments are very interested in the development of the communities they lead, even 44 local leaders immediately joined the trainings conducted by NAJU. Minister Obradović invited the local leaders to monitor continuous education and master tools for improving the efficiency of the local self-government.
„Citizens evaluate us strictly, because they finance us. It is our duty to speed up the sluggish system, by raising the capacity of people employed in the management and supervision system, as well as of those who are on the ground” points out Obradović.
The Central Register of Citizens and One-Stop Shop represent important steps towards “Administration Tailored to All of Us“. The Single Contact Center of Republic Inspections and networking in the e-Inspector system have improved inspection supervision, although we are still waiting for completion of the process of harmonization of special laws in certain areas of inspection supervision. In this segment, Minister Obradović advocates the engagement of all authorities in order to achieve the envisaged legal framework and its full implementation.
For the first time in the Republic of Serbia, a Program is being drafted that analyzes the situation and proposes changes in the most important levels of local self-government operations, which will be the subject of public debate by the end of the year, along with the Draft Public Administration Reform Strategy and the Action Plan.
