MPALSG DELEGATION GETS ACQUAINTED WITH PUBLIC ADMINISTRATION REFORM IN ESTONIA

A delegation of the Ministry of Public Administration and Local Self-Government and the Human Resources Management Service paid a study visit to Estonia, during which they were acquainted with the public administration reform in that country.
The visit was organized with the help of TAIEX (Technical Assistance and Information Exchange Instrument), which provides support to partner countries in the approximation and implementation of European Union legislation and provides swift expert assistance to strengthen administrative capacity.
TAIEX is a separate department within the Directorate-General for Neighbourhood Policy and Enlargement Negotiations of the European Commission.
During the study visit, they had the opportunity to get acquainted with the Estonian system of candidate selection through a competition procedure, evaluation of employees work performance, professional training, as well as salaries of employees in public administration.
The delegation held meetings with representatives of the Estonian Ministry of Finance, the Estonian Ministry of Justice, the Government Office for Recruitment, Selection and Development of Top-Level Public Servants, the Estonian Human Resources Management Association, the Shared Service Centre and the Tax Administration and the Estonian Customs Administration.
TAIEX assistance is available through the following: expert missions – experts from Member States provide advice on the adoption and implementation of EU legislation, study visits – representatives of beneficiary countries participate in a study visit to an EU Member State and seminars and workshops – experts from Member States present certain areas of EU legislation to a number of participants.
The recommendation to the Ministry of Public Administration and Local Self-Government to apply for this type of support came from SIGMA experts with the aim of exchanging experiences with representatives of the competent institutions of the Republic of Estonia, given that it is an EU Member State guided by a minimum bureaucracy policy.
