At yesterday’s session, the Government of the Republic of Serbia adopted a new Public Administration Reform Strategy (PAR) for the next ten-year period.
The strategy introduces for the first time an umbrella service delivery policy, in order to continue and improve the trend of development of user-oriented services and introduction of standards and quality in the provision of services to citizens and the economy.
The vision of the Public Administration Reform Strategy is ADMINISTRATION TAILORED TO ALL OF US. This defines administration tailored to citizens and the economy, efficient, responsible, and transparent, providing quality and easily accessible services, a tailor-made administration for civil servants, depoliticized, professional, and efficient, also administration that is the bearer of change and reform, including a full membership in the EU.
The PAR Strategy is an umbrella document that includes three action plans – human resources management, service delivery accountability and transparency, in addition, three programs in the field of policy planning and coordination, public financial management, and local government reform, through which the EU follows Serbia’s order in the European integration process.
PAR Strategy for the period 2021-2030, with the Action Plan for the period 2021-2025, was prepared on the basis of the evaluation of the previous strategic document and with comprehensive consultations of representatives of state bodies, independent state bodies, citizens’ associations, and the Serbian Chamber of Commerce and Industy, as well as the participation of representatives of the EU Delegation to Serbia and SIGMA/OSCE.
