Serbia the global example of how to address the issue of legally invisible persons

Minister of Public Administration and Local Self-Government, Branko Ružić, spoke with the Head of the UNHCR Office in Serbia, Hans Friedrich Soder, about the excellent results of cooperation between the two institutions in the field of improving the exercise of the right to registration in the Birth Records and other rights that prevent statelessness. Although the activities envisioned by the Agreement, which was signed by the Office of the Protector of Citizens in 2012,in addition to MPALSG and UNHCR, had been successfully implemented, their implementation was continued in order to completely overcome the problems in this area. As Soder stated, the plan is to reduce the percentage of people without these rights in the region to zero by 2024 in line with the global campaign “I Belong”. Serbia can certainly achieve such a result. Namely, as he said, when the project started 30,000 people were at risk of statelessness, today the number is reduced to about 2,400. “This is a truly impressive result and that is why Serbia is often globally cited as a positive example,” said Soder. The Minister expressed special gratitude to UNHCR for donating 16 computers for the project “Baby, Welcome to the World” and their readiness to continue cooperation in order to promote easier and faster registration of newborns, even in cases where parents do not hold basic documents. The possibility of cooperation at the municipal level within the existing UNHCR project aimed at greater inclusion of Roma, as well as of cooperation on addressing the remaining issues in the field of registration in birth registers, were also emphasized.
