BENMANSUR: SUPPORT TO LOCAL GOVERNMENT UNITS IN PREPARATION OF SPECIAL PROFESSIONAL TRAINING PROGRAMS

Assistant Minister of Public Administration and Local Self-Government, Jasmina Benmansur, stated today at an Online Meeting Dedicated to Special Professional Training of Employees in Local Self-Government Units that the new system of professional training in public administration provides great opportunities for building staff capacity of employees in local self-government units, but at the same time requires additional efforts to implement everything provided by the regulations and to find its full application in practice.
Currently, special attention is paid to activities that will support local self-government units to implement all the processes that precede the adoption of Special Professional Development Programs for 2021.
Although Special Programs are a real need of employees in the local self-government units, because they enable capacity improvement in accordance with specific needs within the scope and competencies of local self-government unit, i.e. needs related to individual jobs, types of jobs or special groups of beneficiaries, so far, special professional training didn’t have the desired dynamics of development”, explained the Assistant Minister.
„I would like to commend all of you who, despite the difficult working conditions caused by the COVID-19 pandemic, managed to carry out the process of determining the need for professional development in accordance with the methodology applied for the first time this year at the level of the entire public administration, to prepare reports on the analysis of professional development needs for the year 2021, and submit them to the National Academy of Public Administration within the set deadline,” said Banmansur. „In that way, you enabled us to talk today about what needs to be done in the next period, so that at the end of this year we will pass Innovated Special Training Programs for 92 local self-government units“.
Benmansur invited the local self-governments to prioritize work on the preparation of special programs in the coming period, which she believes will meet all quality standards, which are a condition for the Government Council for Professional Development in local government units to be able to evaluate them positively and support their adoption.
„A number of cities and municipalities already have good practice in these activities, and all together you have some newly acquired experiences from the process of identifying needs this year, which are a good starting point for further work, so I believe that at the end of this activity we can boast of significantly improved process of special professional training and a record number of special programs adopted by local self-government units for the year 2021″, concluded Benmansur.
The meeting was organized by the Human Resources Management Project Phase 2, implemented by the Ministry of Public Administration and Local Self-Government in cooperation with the SCTM and the Council of Europe, with the financial support of the European Union and the Council of Europe, simultaneously supporting local self-government units in the preparation of Special Programs for the Year 2021.
In addition to the representatives of local self-government units, the meeting was attended by representatives of the EU Delegation in Belgrade, the National Academy of Public Administration, the Standing Conference of Towns and Municipalities and the General Project Team of the Council of Europe.
