DELEGATION OF THE MINISTRY OF INFORMATION SOCIETY AND ADMINISTRATION OF THE REPUBLIC OF NORTH MACEDONIA VISITS MDULS

 

The delegation of the Ministry of Information Society and Administration of the Republic of North Macedonia has paid a three-day visit to MDULS, as part of the Mobility Scheme Programme of the Regional School of Public Administration (ReSPA).

The purpose of this visit was to acquaint the colleagues from the Republic of North Macedonia with the PAR Strategy and the E-Government Development Programme of the Republic of Serbia, as well as with solutions for advancement in the field of human resources and professional development of employees in public administration, bearing in mind that, following the evaluation of the local PAR Strategy, the drafting of a new PAR policy in this country shall commence.

The Delegation had the opportunity to visit the SKIP Center in Belgrade and get acquainted with the experiences of our country during the preparation and coordination of the PAR Strategy, with the establishment of an online monitoring tool for monitoring progress in the area of administrative reform, the applied scheme for reporting on achieved results, as well as with issues of financial sustainability. MDULS has also presented the mechanism for monitoring the implementation of the current Action Plan for PAR Strategy, as well as the amendments to the E-Government Development Programme of the Republic of Serbia which are being prepared for the period 2023-2025.

The Delegation from the Republic of North Macedonia has also exchanged experiences with the representatives of the Sector for Professional Development at the Ministry of Public Administration and Local Self-Government, who introduced them to the reform process implemented in the field of capacity building and professional training of employees in public administration, and presented the results of this reform that have been achieved so far. They have also discussed plans for the further development of the quality management system in the professional development of employees in public administration, especially in the segment of accreditation of training programmes for implementers and executors of training programmes. Special emphasis in the talks was placed on connecting professional development with the education system through the Student Professional Practice in Public Administration Fair and attending professional practice in public administration bodies, as well as on additional education of employees in state bodies, reform of professional exams and digitization of processes in their organization and implementation.

The six-member Delegation from the Republic of North Macedonia had the opportunity to talk with the representatives of the Sector for Human Resource Management at MDULS, as well as to visit and familiarize themselves with the manner of work of the National Academy for Public Administration, the Public Policy Secretariat of the Republic of Serbia and the Office for Information Technologies and eGovernment.
