MAJOR STEPS MADE TOWARDS HRM ENHANCEMENT AND PROFESSIONAL DEVELOPMENT IN LOCAL SELF-GOVERNMENTS

“In the previous period, major steps were made towards the enhancement of human resources management and professional development in local self-governments,” said Jasmina Benmansur, the Assistant Minister of Public Administration and Local Self-Government and the Head of the Sector for Professional Development, at the conference “Human Resources Management System in Local Self-Governments”, held today.

In only a few years, we managed to regulate this area – by adopting a number of regulations whose adoption enabled that HRM and professional development in local government keep pace with the developments relating to this field in the PA system, that had begun a decade earlier, reiterated Benmansur.

She added that while the reform goals for the period until 2020 were achieved, given that that the HRM and professional development require a continuous strategic approach, we would keep up in the same pace following the adoption of the new Public Administration Reform Strategy in the Republic of Serbia for 2021-2030.

“On this occasion, I wish to single out one of the most viable segments of the reform – introduction of competency systems in local self-government units, since as you know, the amendments to the Law on Employees in AP and JLS are under way and we believe that these novelties will be a big step forward for the system of local self-government as a whole,” said Benmansur.

She emphasized that to this end, our partnership with the Standing Conference of Towns and Municipalities is critical, equally as the support of international development assistance projects, such as the Human Resources Management in Local Self-Government, a joint project implemented by the Council of Europe, the Ministry of Public Administration and Local Self-government and the Standing Conference of Towns and Municipalities, with the financial support of the EU and the Council of Europe.

Within the joint project of the European Union and the Council of Europe “Human Resources Management in Local Self-Government – Phase 2”, 50 local self-governments received support with the objective to strengthen and further develop the HRM function.

Assistant Minister Ivana Savićević, Head of the Sector for Human Resources Management, and Valentina Andjelković, Head of the Department for Capacity Building for Professional Development, also spoke at today’s conference about the reform pending in the field of human resources management.
