MINISTER MARTINOVIĆ ANNOUNCED THAT THE DRAFT OF THE TEXT OF THE DECREE ON THE ONE-STOP-SHOP WILL BE COMPLETED SOON

The Minister of Public Administration and Local Self-Government, Aleksandar Martinović, PhD, spoke today in Belgrade at the final conference “Improving the efficiency and quality of services at the local level – experiences and challenges in establishing One-Stop-Shops” of the project of the same name, which helped eleven cities and municipalities in strengthening their capacities and improving the quality of services provided to citizens and the economy.

On this occasion, Martinović has said that the Ministry is working on the final completion of the normative framework in this area, and that it had formed a Working Group which prepares the draft of the text of the Decree on the One-Stop-Shop, and announced that this text will be completed soon. He added that this will initially define the closer conditions, criteria and benchmarks which are applied in the process of establishing the One-Stop-Shop, as well as the manner of cooperation between the competent authorities, in connection with the handling and performance of work at the One-Stop-Shop.

Minister Martinović has also recalled that the Ministry of Public Administration and Local Self-Government financially supports the establishment of One-Stop-Shops at the local level, and that citizens can exercise more rights in one place and with just one visit to the counter at these modern service centres.

“A total of RSD 345 millions of budget funds have been invested by our Ministry in the establishment of One-Stop-Shops. In four years, in the period from September 2019 until today, a total of 40 OSSs have been opened, while another 15 new OSSs are expected to be opened by the end of the year. This means that we will soon have a total of 55 OSSs, and that almost a third of the territory of Serbia will be covered by these single centres for the provision of simple services”, Martinović has said and added that, as the relevant minister, he visited a significant number of OSSs and that he was satisfied with their functioning, and especially by the fact that both the citizens and civil servants can easily find their way at them.

In addition to the relevant minister, in the introductory part of the event, the Secretary General of SCTM, Nikola Tarbuk, and the Deputy Ambassador of the Federal Republic of Germany in Serbia, Carsten Meyer-Wiefhausen, have addressed the attendees, and in the continuation of the conference, the key results of the projects and experiences in establishing OSSs have been presented, followed by a discussion on the topic of best practices and challenges.

The project “Improving the efficiency and quality of services at the local level” is part of the wider project “Support to Public Administration Reform in the process of accession to the European Union”, implemented by the German Development Agency (GIZ).
