At the initiative of the Ministry of Public Administration and Local Self-Government, and with the support of the Government of the Republic of Serbia, an important Agreement on Cooperation between the Ministry of Public Administration and Local Self-Government, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of the Interior, the National Academy of Public Administration and the Judicial Academy was signed today in the Building of Serbian Government at Nemanjina 11. The Agreement in question concerns cooperation in respect of promotion and encouragement of interdepartmental professional training in state and other bodies, the goal of which is to build HR capacities.
The Agreement was signed by ministers Aleksandar Martinović, PhD, Ivica Dačić and Maja Popović on behalf of the Ministry of Public Administration and Local Self-Government, the Ministry of Foreign Affairs, and the Ministry of Justice, respectively, as well as by State Secretary Željko Brkić, PhD, on behalf of the Ministry of the Interior, and by director Nenad Vujić and assistant director Snežana Antonijević on behalf of the Judicial Academy and National Academy of Public Administration. The goal of the Agreement is to contribute to the building and improvement of HR capacities in various branches and at all levels of the Government, and to improve the professional training system and adapt it to the new requirements of the Public Administration Reform.
Expressing his satisfaction that the Ministry of Public Administration and Local Self-Government had initiated the signing of the Agreement, which was accepted by institutions that have decades of tradition in building capacities and training personnel for important and responsible duties, the line minister Aleksandar Martinović, PhD, had stressed the importance of the Agreement and that on the basis of it, a joint interdepartmental body, the Network of Schools, will be formed, which will be made up of representatives of all the signatories to the Agreement.
“I expect that the opportunities provided by the Network of Schools will be recognized and that other bodies that have developed systems of special professional training, and express the need for cooperation in strengthening the capacities of their employees, will join us in this process. Until now, we have developed professional training systems individually and separately, but from today onwards, and supported by this Agreement, we will be able to develop and implement training programmes that are common to different categories of employees, appointed, delegated or elected persons”, minister Martinović has said.
He had recalled that certain experiences in this field already exist, pointing out as a good example the “solving of the issue of legal invisibility” which was the right modality to achieve noticeable results in matters that required wider action and the participation of a larger number of authorities.
Moreover, minister Martinović had pointed out that MDULS has been working intensively for more than a decade on the fundamental reform of public administration with the aim of facilitating the exercising of the rights of citizens and the economy, as well as that the State is trying to provide technical, technological and other conditions which enable the achievement of the best results of the reform.
“I believe that today’s cooperation will also contribute to the field of professional training reform in taking on a new dimension”, minister Martinović had concluded, adding that the new approach will give everyone who wants to participate in common topics the opportunity to adopt the same level and quality of knowledge and skills through intersectoral innovative and proactive training programmes, but also to exchange experiences and good practices, which is of particular importance for the networking of personnel from various state and other authorities.
First Vice-President of the Government and Minister of Foreign Affairs, Ivica Dačić, had positively assessed the initiative, stating that he believes that this framework for improving the cooperation between institutions will ensure better communication and exchange of experiences, improve training programmes, but also ensure a better and rational use of human and material resources through mutual coordination of activities.
Minister of Justice, Maja Popović, had expressed her belief that cooperation should be extended to other bodies as well, because the best results can only be expected through the application of a multi-sectoral approach, adding that the initiative for networking and institutionalization of cooperation is the first step for continuing work on improving the communication between various function holders in professional development in state and other bodies.
The State Secretary of the Ministry of the Interior, Željko Brkić, had said that the Ministry of the Interior had been nurturing the tradition of education for more than a century, starting with the establishment of the School for Criminal Investigation in 1921, until the establishment of the High School of Internal Affairs, which in this year will once again, after 14 years, receive one generation of students. According to him, the today’s Agreement represents a step in the direction of strengthening the capacities of all public services.
