The Ministry of State Administration and Local Self-Government started online public consultations on Friday, March 26, in the process of preparing the Draft Law on Amendments to the Law on the Protector of Citizens.
With respect to the principles of transparent and inclusive adoption of regulations and public consultation in the early stages of preparation of the text of legal amendments, the Ministry invites all public authorities, interested citizens, businesses, social partners, civil society organizations, academics, and other interested parties to take part in public consultations, which last until April 9 this year.
On December 28, 2020, the Ministry formed a Special Working Group, which continued the work on the preparation of the Draft Law on Amendments to the Law on the Protector of Citizens.
The need to improve the existing legal framework governing the position, competence, procedure and other issues of importance for the exercise of the powers of the Protector of Citizens stemmed from the fact that the Law on the Protector of Citizens was first adopted during the National Assembly way in 2005, that it was amended in 2007, and that to date, the problems in the application of the Law and the need for its amendment have been pointed out by both the Protector of Citizens and civil society organizations, as well as the European Commission in its annual reports.
The starting points for drafting the Law on Amendments to the Law on the Protector of Citizens were published on the Ministry’s website, as well as on the eGovernment Portal.
