REGULATION ON THE INTERNAL LABOUR MARKET HAS BEEN ADOPTED

The Government of Serbia has adopted the Regulation on the Internal Labour Market, which envisages the formation of an electronic database from 1 January 2020 that is maintained on the Internet presentation of the Human Resource Management Service.

The database will provide information on vacancies within state authorities, bodies of the autonomous province and local self-governments, as well as information on employees who desire to be transferred to another position in the same or another state authority and on unallocated civil servants.

The novelty in the Internal Labour Market is that every civil servant in each state authority can now file an application, as can employees in AP and LSGU bodies who desire a permanent transfer to a certain state authority, compared to the previous decision according to which only civil servants from state administration bodies had the right to do so.

The establishment of the Internal Labour Market ensures more efficiency, a wider mobility of employees and a greater choice of staff.

It has been envisaged that the Internal Labour Market shall be part of a single information system, namely information database, which is scheduled to be implemented in early 2021. Until then, the Internal Labour Market shall function as an electronic database on the Internet presentation of the Human Resources Management Service.
