THE LAW ON AMENDMENTS TO THE LAW ON CIVIL SERVANTS ADOPTED

The Law on Amendments to the Law on Civil Servants, by which the obligation to conduct a public competition for fixed-term employment due to the temporarily increased workload until 2025 is postponed, has been adopted today by the National Assembly of the Republic of Serbia.

The aforementioned amendments proposed that, until the establishment of optimal personnel plans harmonised with the needs of state authorities in the area of administrative capacities and their introduction into the acts on systematization, a new deadline for the transition to the competitive type of fixed-term employment should be determined due to the temporarily increased volume of work, i.e. as of 1 January 2025.

The Ministry of Public Administration and Local Self-Government remains firm in respect of its position that strengthening the professionalism of administration is a necessary condition for the further implementation of complex reform processes.

In the next two years, active work shall be conducted on strengthening the capacities with a responsible approach, while in accordance with the process of modernization and digitization, the Information System for Human Resources Management shall be established, which will support the improved personnel planning as a prerequisite for ensuring a sufficient number of qualified and competent employees in the administration, in order to achieve the strategic goals.
