WE MUST WORK ON CHANGING THE ATMOSPHERE AND ON DIFFERENT UNDERSTANDING OF INSPECTION WORK

“We have to work on changing the atmosphere and on a completely different understanding of inspection work. The inspection reform is a complex issue, which cannot be resolved by a single regulation or by amendments to a law. It is important to inform the public about that, as well as about the fact that inspectors are not only those who punish, but also those who need to act preventively. To achieve this, we must show more respect to inspectors and their work than was the case so far,” the Minister of Public Administration and Local Self-Government, Marija Obradović, has said today following the presentation of “Comparative legal analysis of the legal position of inspectors with recommendations for improving their position and work”.

After the presentation, she has stated that, based on the guidelines agreed between MDULS and NALED, an analysis of the needs for the introduction of a new official title of inspector was made, and has expressed her satisfaction with MDULS, NALED, the Serbia Inspectors Network, as well as inspectors from various other ministries, attending the meeting today and discussing the real needs for further reform of inspectorates in Serbia.

“The inspection reform is one of the priorities in the work of MDULS and, despite this being an election year, this should not worry inspectors or those who work in this field, because we will work on the reform until the formation of the new Government, and I will take it upon myself to explain to the next minister in this department the importance of continuing the process of inspection reform in Serbia, and not stopping or slowing it down,” Obradović has pointed out.

Speaking about the analytical data presented today, Obradović has said that, in addition to presenting the current situation in detail and taking into account the experiences of the neighbouring countries, she also made it possible to perceive the possibilities within our system for further inspection reform. She has added that one of the priorities is certainly to improve the position of inspectors, and also to increase their number, which was envisaged by the Action Plan until 2021, but which due to the whole situation, especially in respect of the COVID-19 pandemic, could not be fully realized; hence, out of the missing 1,000 inspectors, an employment procedure was initiated for hiring around 150 inspectors.

“We will continue to work on this, as well as on the proposed possibilities of how and in which manner should we introduce a new title of inspector, but also on how to regulate their salaries, and especially how to legally protect them based on the special protection of journalists and lawyers,” the Minister of Public Administration and Local Self-Government has said.

Obradović has reiterated that all partners involved in the process of inspection reform in Serbia, based on joint conclusions, will continue with their cooperation, and has concluded that MDULS had significantly improved the sector dealing with inspection supervision and coordination of all inspections in Serbia, as well as that, in the last year, the doors of the Ministry have been more open for cooperation with inspectors, whose strengthening should be continued, in order to yield better results and effects.
