Reform of the system of inspection services

Inspectors are in the first fighting ranks against the grey economy, but more importantly, they care about our safety, control the food we buy, the schools and kindergartens our children stay in, the safety of the playgrounds they play on, and that's why it's important for us to achieve and changing the image of inspectors - they are not our enemies, but they are among the first to keep us.

Until the adoption of the Law on Inspection Oversight in the Republic of Serbia, no substantial comprehensive reform of the inspection was conducted, which was caused by the unpredictability of the business environment, high operating costs, the growth of grey economy and corruption.

 

In order to improve the situation in this area and establish a stable and sustainable system suitable for the market economy, through open dialogue between the public and private sectors, it was agreed that a systematic, modern, efficient and reforming Law on Inspection Control should be adopted.

 

The Law on Inspection Oversight was adopted on April 15, 2015. The full implementation of the law began on April 29, 2016.
The application of this law in the Republic of Serbia established a new unique legal framework for inspection supervision and the basis for the work and operation of all inspection services, as well as a new way of controlling business entities, and for the first time, control of unregistered entities is enabled.

 

The new legislative framework provides for better coordination and harmonization of the inspection supervision that performs various inspections, standardization and equalization of the procedure of inspection supervision and inspection practice.

 

The role of inspections has changed. Its focus is on penalties aimed at supporting sustainable business and developing the economy in line with regulations. Emphasis is placed on advisory visits, on regular information of business people and on planned and joint inspection controls.

 

Also, many mechanisms and tools have been introduced, such as checklists, control plans, self-control, which improve the efficiency of the inspector. They also make the conditions for doing business certain, because entrepreneurs can be introduced in advance with the type, subject matter and mode of control, see the plan of inspection controls, etc.

 

The Ministry receives great support in the reform of the inspection supervision system from businessmen and their associations NALED, the Serbian Chamber of Commerce, AmCham, the Foreign Investors Council, as well as the international organizations and projects of USAID BEP, USAID – Cooperation for growth, Reconstruction and Development, the Embassy of the Kingdom of Norway and the Embassy of the Kingdom of the Netherlands.
